I recieved some .tab file that I am trying to import into my dwg. No matter what coordinate system I try to import it into, it will always project into the same area and same size. When i measure the section lines the equal .00178 units. The need to be closer to 5280.  I then took a known projection file and imported it into the dwg using "no coordinate assigned" and it layed over top all the files that i talked about above. My question is, Is there any way to reproject the data files that are coming in as an unknown projection? I understand that the original files needed to be exported from esri in a known coordinate system, but is there any way around this?

Sounds like that .TAB file is in EPSG:4326 coordinate reference system.If you share it with us, we're gonna take a look at the issue, sir.

I figured out he .tab file was projected in lat long. once i got that information i could then export it to my desired projection.

Exactly, the EPSG:4326 means "Lat-Long in datum WGS84": congratulations!
