I have about 100 blocks  for gaza city -via israel- ...it is very old..
I would like to compute them..and then convert them from jpg or tif files to dwg files...
what is the best way to do that?
first of all scanning them by scanner.
then treating thiere scale.
after that scanning them by drawing each line...nomber...etc
..is that all???
it taces along time to do that...isnot that??
and what about acuracey??is it all right and accebtable??
im doing that project alone ....iam afraid ?I couldnot espoacially when collecting them all in one togother....

Try to find and work with Scan2CAD program .

When drawings are scanned, vector information loses and turns to raster, you can find raster to vector converters on line. One converter I have tested and performs best is http://www.autodwg.com/pdf-to-dwg-converter/, you can get a try and hope this helps.
