I just started at a new company and the titleblock that was used by my predecessor is in an odd scale. I tried to rescale it to the correct size and the Attributes becomes unavailable. uploads/658434/24x36_Title_Block.dwg

What do you want the final size of the title block to be?  Are you going to be plotting from model space?  Right now the extents of the drawing are 138'x90' which kind of tells me the company you are working for puts everything in model space including the title block and border which is scaled up to fit the drawing then when it comes time to plot they reverse the process.  So, for example, they might plot the drawing at a scale of 1/4"=1'-0".  Is that what they do?

I want to be able to print on 24x36. I am plotting from paper space.

Well for starters then your title block and border belong over in your layout not in model space.

If I do that, then the title block is way too small.

That's a minor detail at the moment.How much space do you want between the edge of the sheet and the rectangular border?  Typically we use 5/8" on all four sides.  Some companies like to have 1 1/2" on the left side for binding purposes when they have a multiple sheet project.

Hello Ralston21, if you create blocks you can count them with the command : BCOUNT ( you can choose a selection or all the file ).For your own new topic :

You can't create a new forum.  Neither can anyone else.  Only the person that owns the website can create a new forum.  You were shown how to create a new TOPIC in any one of the existing FORUMS by another forum member.  Study that post again and follow it next time.
