I AM WONDERING IF THERE IS A WAY TO ROTATE UCS WHICH ONLY CAUSES THE CHANGE IN PAPER SPACE, THE MODEL SPACE DRAWING WILL REMAIN?

Each viewport has it's own UCS as well as Paper Space all separate from the model tab. What exactly is it that you're trying to do?
