Depends on the version. The maximum was at 2 billions up to version 2013. Now there is not fixed limit when using the ReCap technology. See the tips:

Are there any limitations on the size or the number of points of the point cloud that can be imported in AutoCad Civil?
I have imported a point cloud, I can see the box that includes the point cloud, but I cannot visualize the points.
