It's possible someone used an imperial hatch pattern in a drawing that was set up to use metric units.
Open each drawing and type at the command line: MEASUREMENT and compare the resultant values.  They should be the same.

MEASUREMENT=1 uses acadiso.pat  (metric)

MEASUREMENT=0 uses acad.pat   (imperial)

Did you try changing the scale of the hatch pattern?

Are these two separate drawings?
