No, it can work only if the block is inserted in paperspace. I figured out this issue.
It was because the block object was in the layout but was written in model space.
It works well when I write in paper space

I wonder if this humidity can work even if the question is written in model space.

If my question is difficult,
I would like to make sure that the lesson is applied to the attached drawing.
