Design Review? If TrueView is not installed, a pop-up window in DesignReview will ask you to download and install TrueView when you click"import".
After TrueView is installed, "Import" will be available,and then when you chose a DWG to import, it will be converted to DWFand displayed and you can save the DWF.

If you mean the Design Review viewer -- it uses Autodesk DWG Trueview for background conversions of DWGs to DWFs.
