 Afterinserting the image, you scale it and rotate it using the (R)eferenceoption given at the command line.  It takes several attempt at scalingand rotating to get it as close as you can (it never comes out exact). You can fine tune the scale by going into PROPERTIES and changing thescale of either Y or X by small amounts one way or the other.  Oncethat is done, then you can trace over the drawing for tree locationsand topo lines.  They will usually be close enough to satisfy anyjurisdiction and builder's needs.
