I would suggests you, always xrefing title block into Layout (PS) rather than insert directly to the model space. Then, you will find a lot of fund plotting them through Layout instead of model space.

My suggestion would be to forget insert, external and all that other fancy crap. I have 2 dwgs and I need insert a new title block into the current dwg. So it matches the plans from a previous job. So it is giving me problems, I clicked insert, then external, then attach dwg. and it will attach but on the screen it will not appear.
