I don't understand why you would want to do this?
Just draw in model space at 1:1 and save yourself the headache of trying to draw to a scale.

My model space is drawn at 1 to 1 scale.  The problem is, I want to draw on my viewport ( I know the tutorial says not to ). I'm basically trying to use the viewport like you would use tracing paper.

This is why you should never scale your drawing.
Always draw at full size 1:1.

It is actually off by a factor of 48. I have my viewport scale set at 1/4"=1' (factor of 4) and the factor of inches to feet is 12. 12 x 4=48.  I don't know how to fix this though. My drawing units are already ajusted to architectual inches.  How do you adjust the viewport drawing scale?

The scale factor 12 indicates a possible conflict between feet/inches. After constructing my model space.
