There is. If you take a second to skim the terms of use, you'll see the paragraph that starts with: "To add a new block". The last paragraph (of that section) pretty much states exactly what I said before:

Publishing a block should not violate copyright of any third party. On uploading of your block you agree with publishing of the block on the CADforum web service and utilizing your block by visitors of CADforum in their designs.

As per the disclaimer at the bottom of the blocks page:

CAD blocks can be downloaded and used for your own personal or company design use only. Any distribution of the Catalog content (to other catalogs, web download, CD/DVD media, etc.) is prohibited - see Terms of use. The DWG-version problem (not valid file, invalid file, drawing not valid, cannot open) can be solved by the Tip 2869.

In the terms of use you'll find the info (I believe) you're looking for.

Along those lines, I would assume that as long as the block is "yours" (meaning, not proprietary, or not owned by a company that has created/copyrighted the block for their purposes) then it would be ok to upload.
