I think I posted it here few times but maybe it will help you as well. Try to use ProgeCAD. You can download a trial version of the software. It is an AutoCAD like software but has the tool to convert a PDF to DWG. I found it usefull with some PDFs, with better results than other tools. Don't expect miracles tho ..

Don't spend money on any of them.  You'll find they'll be worth less than the free ones.  We still don't have OCR for AutoCAD and may not for a long time.  It's difficult to convert an image file into a fully functional vector file. 

Follow John's advice.  Either attach and trace or simply work with them as they are.  You do know that you can load and edit PDF files in Design Review, right?

The free ones are junk and the ones you pay for are not much better.

Use the PDF Underlay feature in AutoCAD, scale the PDF then trace over it.  The results will be way better than any conversion.
