Not neccessarily - in fact Autodesk Vault Basic is included for free with many AutoCAD versions (e.g. AutoCAD Mechanical, Electrical, Civil 3D), plus with almost all other versions when they are under Subscription (e.g. AutoCAD, AutoCAD Architecture, AutoCAD Map, AutoCAD MEP, Plant 3D, ECSCAD).

"Official"costs money :) It's probably the best application for AutoCad but is not thataffordable that other on the market. In fact "DBWorks" is muchcheaper alternative, and "GOPDM" is absolutely free! I am sureeveryone can find some advantages and disadvantages in each of them. Really,you may not need all features for your work. That's why I am asking professionalsto advise what would be price/feature effective.
