You could use the lisp routine from the below site to generate intermediate contours.
I don't believe it has options for multiple intermediate contours though.

If you don't have a program like Civil 3D you may be out of luck.  You're going to have to draw perpendicular lines between critical areas, divide them into 10 increments, and then fit a spline thru the points.  If all you have are two contours to do this with the manual effort shouldn't take too long.  If you had a full drawing with many contours it would be a nightmare.  But if you need to get the work out I'd attack it this way and look for a better method somewhere on down the line.

i have two contour lines noting increments of 1m but i want to divide the space between them evenly so that they read as 100mm roughly. I know this isn't accurate but it gives the topographical idea.
