I believe you! I have an Nvidia graphics card. and the application setting is set for AutoCAD. 
 
I still have the problem.

no, I have not changed the unit settings. I double checked, and they are set to inches, as they should be.

I am having issues with the speed at which the command line registers my key strokes. The problem began when we switch my computer. On exaple is when I attempt to type 13'-1" the command line registers 13, then steps back and puts '-1" between the one and three, so that  1'-1"3 is what is regesterd on the command line.
