The LIST command, or pick on one, right-click and pick Properties and see whether it says Block Reference at the top, or put
(entget (car (entsel)))
in the Command: line, hit Enter, and see whether what comes up includes (0 . "INSERT").

I would have mentioned that up front if I had known that it was going to be an issue, from now on I will include all of the information that I can so that it will be much easier for other to assist me.

Not necessarily -- are the resulting independent arrowheads Blocks?  A routine could easily be built that would find all Blocks of a given name, and give them all any scale factor you like.

I have a fair amount of experience with AutoCAD including working on both 2D and 3D isometric piping drawings.

Change the arrow size in your dimension style then use the UPDATE option for dimensions to make the changes in your drawing.

im pretty sure that only works for when you are starting a new drawing. I think for the ones that are set in a saved drawing you go about it the same way but then you have to select the styles in use and then modify them with the way that you have mentioned but getting it applied to the drawing is where I get stuck.
