Do you have a similar part that you can take measurements from or that can be scanned so you can construct a digital 3D model?

The part that we can see on the photo of the quad is not measuring 40 cm x 27 cm

I took the measurements on the radiator that is fixed but I do not have the exact measurements

It seems rather useless to me to attempt to reproduce a part in 3D if you don't have exact measurements.  You would be asking for trouble.  There could be conflicts with other parts and/or the mounting holes might not line up.  If either would be the case then you would have to scrap what you made and start over again.  Get the part 3D scanned.  Don't rely on hand measuring as it would be too inaccurate.
