I have tried to import your CSV file into your DWG and it has completed successfuly.

I checked region in control panel and it is set to comma. 

Is it a setting on my excel/PC that is the issue if you can import it? I can try import it on another PC

Can you send me the dwg file with the layers imported please :) Im not sure what else to do to fix this.
