Is there a good web site for templates with title blocks.

Any website that allows for uploading drawings, of any kind, will most likely have at least one .dwt with a title block.  There is no "dedicated" website for such drawings.  I assume you are looking for metric based title blocks/borders correct?

I'm not on my CAD computer at the moment but I may have a zip file filled with metric title block and border drawings that could be opened, edited as required then saved to the .dwt file format.  It was created and freely shared by the moderator of the former AutoCAD help website called CADEVERYTHING.  The moderator called himself NukeCAD.  If I can find it I will share it with you as he did with many others.
