Check the setting of both PICKFIRST and while you are at it PICKADD as well.  They should both be set to "1".

PICKADD and PICKFIRST should always be set to a value of 1.

What program are we actually talking about?

What else have you tried thus far?  No sense suggesting things you have already tried.

Have you tried a REPAIR of the installation?

Been a while since I've used v2000, but assuming little has changed: Reinstall or Repair AutoCAD: http://docs.autodesk.com/ACD/2011/ENU/filesInstall/WS1a9193826455f5ff3d6161141208a8044f3-79e5.htm

The REPAIR option will require that you have the original installation media.  Do you still have the CD?

Ok I just found my copy of 2000i. if you will put up a small drawing that is doing what you described I will install autocad 2000i on an older computer and see if I recreate the effect.

You wouldn't be using any custom lisp routines would you?  Some poorly written routines will reset variables to run then forget to put them back to their original settings afterwards.
