Importing border template into PS

To be as clear as possible;
I have a company border template @ 1/4"=1'. I want to insert this into PS.
I want to use this with drawing which will have 3 different scales.
Have tried using ctrl C, ctrl V and it shows up huge. I then scale it down to fit into plot border (dashed line) but I don't think that's right.

It would make sense that it would have to be scaled down if it was actually drawn at the scale you indicate.

You could try using the CHSPACE command and see what AutoCAD comes up with.

Thanks John. I can see using CHSPACE for other tasks, but I was able to put together a new border to fit.
