2009 Inventor can not find XML for 2008

Every time I start a new project I get a warning that says it can not XML design data in 2008 Inventor.  I am running 2009 Pro Inventor.  I have checked under appilcation options, file, design data, the path is located in the 2009 folder.

If anyone can help thanks.  The biggest reason I need this fixed is so I can use the thread tool.
