I have a question regarding plotting files to a .PDF file and then printing. 

I work for a survey company so we constantly do Location Plats which show a scale of typically 1"=1000'.

When I plot to a .PDF file and then print the .PDF, the drawing is slightly distorted. When a scale is placed onto the drawing, it's off by 100'.

When I plot straight to the printer, it's perfect. 

Is there a fix for this, or is this typical .PDF behavior?

You should see four options when you print from your PDF:

Fit
Actual size
Shrink oversized pages
Custom scale

Experiment.
