Would i be able to insert a csv file onto autocad without the use of surfmate

If this is a coordinate point file you are trying to import then take a look at ASCPOINT.LSP by T.Tanzillo and CADstudio.  A description of what it does...

ASCPOINT.LSP - imports a coordinate text file into AutoCAD points, polylines or block copies.
