Via the menu: draw/modeling/meshes/3dmesh
Now you have to choose how many points you want in X (M) and Y (N) direction. Then you have to pick the points (the nr. starts with 0) So if you filled in 10 for M and 10 for N you will have to choose 10 x 10 = 100 points. Afterwards, when the mesh is created, you can pick these points (grips) and move them.
An easier way to decide which points you want, is to draw lines (i.e. splines, arcs or polylines) first and divide them in the desired number of points. So it will be easier to pick the points when creating the mesh because you can't see the points that you are choosing while creating the mesh.
