I am using AutoCad  2009 Lte.   When I am using the insert command
the pop up window allows me to choose the symbol/block to insert along with available options.  But after I insert and use the right click
(mouse)  the pop up window occurs again.  How can I just right click and insert the same symbol again as needed without the pop up window?

You can't.  Just copy the first symbol you inserted as there is no real need to keep inserting the same symbol over and over again in the same drawing.

You can just copy existing block as mentioned by John.
Or you can select the block, right click... choose add selected from contextual menu.
