Hatch is not showing in some areas, just gray out?

I am inserting grass and asphalt hatches throughout my cad drawing and for some reason only showing gray in two areas. Same scale and so on. Using Autocad 2015.Confused

Is all the hatching on one layer?

Yeah its on the same layer. When I select other areas on the site plan the hatch appears normal in the preview, but in this area it just become flat gray. The only way I can get it to appear properly is by turning it to annotative and then make the scale super small. .0625

But, when I put it in without changing the annotation, properties are all the same, same layer and so on. Its really frustrating.

Can't you toggle the Annotative feature of that hatch pattern off?  As a matter of fact you can.  Click on the hatch pattern and when the hatch contextual Ribbon appears deselect the Annotative option.
