Dear All
i just Update my Window from 8.1 to WIndows 10
Afer That My Autocad 2013 is not Working error is showing Like That

"The security system (soft lock license manager) is not functioning or is improperly installed"
Please I need Help Regarding This Problem

One of the many pitfalls to upgrading a system that is working with a new OS.  Why do people continue to make this sort of mistake?  What advantage running a not up-to-date version of AutoCAD on a new OS were you hoping to gain?  Users are their own worst enemy.  Remember...if it ain't broke it don't need fixing.

Issue:

When you start the program, one of the following error messages is displayed: 
 
The security system (Softlock license manager) is not functioning or is improperly installed 

Unable to initialize ADLM

Causes:

This error can have several causes:

  • The Licensing services are disabled
  • A corrupted installation of an Autodesk program.
  • The registry was adjusted to change the license method.
  • The Trusted Storage files are corrupted.
  • The installation of the product is corrupted, including important registry information.
  • There are permission issues on important locations that manage the licensing mechanism.

Solution:

Check to ensure the services are not disabled:
  1. Click the Windows Start button and in the Run box type "Services"
  2. Select the "Services" node
  3. In the services list, locate FlexLM Licensing Service and FlexLM Licensing Service 64
  4. Right-click the entry and click "Properties"
  5. Set the "Startup Type" to "Automatic"
  6. Click "Start" to start the service and click "OK"
  7. Do this for both services. (32 bit systems may have only one servce)
  8. Start the program to test
If this does not help, either moving a data file or performing a clean uninstall and reinstall of the Program should fix the issue. 

Move a data file:
  1. Look for a specific xxx_TSF.data file, such as ADSKFLEX_NUMBERS_TSF.data.

Location in Windows XP:
Documents and Settings\All Users\Application Data\FLEXnet

Location in Vista and Windows 7:
C:\ProgramData\FLEXnet

  1. Change the file extension to something such as ADSKFLEX_NUMBERS_TSF.data.BAK or completely move it from this folder. (Don’t destroy it, just get it out of the way.)
  2. Start the program. A new xxx_TSF.data file (and possibly a log file) will be created.
  3. If the program works, you are finished.
If the program doesn't work,  delete the new  xxx_TSF.data file and the log. Then either restore the original file to the original location, or change the name back to ADSKFLEX_NUMBERS_TSF.data.
  1. Start the program. Register the program as requested.

Clean uninstall the program:

Use one of the following methods to uninstall the program.

  • Uninstall the software, removing the trusted storage (licensing files) as described in this post:

  • Do a clean uninstall using one of the following methods:

Reinstall the program:

  1. Verify you have full permissions to these locations before starting:

Registry Entries:
HKEY_CURRENT_USER>SOFTWARE>AUTODESK
HKEY_LOCAL_MACHINE>SOFTWARE>AUTODESK

Folders:
The folder the program was installed in, for example, C:\program files\Autodesk\AutoCAD 2013

Windows 7 and Vista:
C:\ProgramData\Autodesk
C:\Users\<the current user>\AppData\Local\Autodesk
C:\Users\<the current user>\AppData\Roaming\Autodesk
C:\Program Files\Common Files\Autodesk Shared
C:\ProgramData\Flexnet

C:\ProgramData\Autodesk\Adlm\ProgramInformation.pit

  1. Make sure that the UAC and antivirus are disabled, then right-click the installer (setup.exe) and run the install using the Run as Administrator option.
  2. Launch the software and allow the activation to proceed.

Please note that AutoCAD 2013 is not offically supported on Windows 10. You will probably need AutoCAD 2016 (supported since SP1).
