does anyone know if is possible to save user profile of autocad lt 2016 on windows not working?

Windows is not working? Do you know how to gain direct access to the files on the hard drive itself via the manufacturer's drive utility program? If so then you could drill down to the folder where the file is stored and copy it over to a flash drive. If the hard drive is corrupted or not functioning at all you are out of luck.

I am a technical .. :), but not of autocad ... just let me know if is it possible to export autocad user profile to a PC without the possibility of starting autocad (LT 2016)

Find and copy the ARG file. You don't have to open AutoCAD to do that. Otherwise ask a programmer if it could be done using .NET.
