My question is a little different - I figured someone here would have come across this before.

I have a scanned jpeg that I need printed to a precise physical size. One of the image dimensions is 2455 pixels, which I need printed at exactly 2400 mm. How can I ensure that it will come back from my local print shop at the correct size? 

I know that some print shops only accept PDFs, so conversion to PDF with the correct scaling is probably key here.

Note that I don't have access to the original document - the scanned image is all I have.

Have you tried searching for a pixels to millimeter program?
