You mean at the very top of the screen where the words "AutoDesk AutoCAD 2016" followed by the name of the drawing that is opened appears?

If the answer to John's question is Yes, that's an operating system setting, not an AutoCAD setting. In Windows 7 that I have here [may vary in other versions], it's under Control Panel > Appearance and Personalization and in the Personalization category pick Change window glass colors. Notice not only color options, but also the "Enable transparency" checkbox and the "Color intensity" slider.
