Hi all,

I have working on file which is SavedAs from other file, maybe not genuine AutoCAD's file. I come to Layout modeling stage. I choose A1 paper size. Setup manager shows 840x594 mm. Thats OK. But in Paper view I decide to measure paper size. Ant it shows me 32x23. It is in inches if I'm right. Dimscale is OK. Units are decimal... 

The question - where is the problem and how to return it back to Metric world?

The problem most likely is that you opened the default drawing template file named acad.dwt (imperial units) rather than the one named acadiso.dwt (metric) or a similar metric drawing template.  Try again.
