Could you be referring to a drawing template with title block and border by any chance?

If you don't like any of the templates that come shipped with AutoCAD you can always create your own. The advantage is you can preset content and customize settings to suit your needs.

You can start with one of the templates that comes with AutoCAD.
You are working in metric units correct? If so, then you want to use a metric based template file and not the default template file (acad.dwt) which uses imperial units.
Forum members have also uploaded their own versions of title block/border template files. Look in the CAD/BIM Blocks section under Architecture > Templates. They may not be suited for civil work since layering conventions and scalelists might be different between different disciplines.
