.dgn convert to .dwg

I used map to convert the .dgn files over. My issue is that the .cel files associated with the .dgn file do not convert over as well. Anyone have any ideas or software that will do the conversions for you without having to purchase a full seat of microstation?

Search over google and you will find your answer.

Whatever AutoCAD 2008 supports dgn files.
