how to make multiple copies of an object that will align automatically to an spline with equal spacing?... ex. A circle will be multiple copied with equal spacing but aligning to an spline.

Command [CMD]MEASURE[/CMD] (inserts points or block by exact distance) or [CMD]DIVIDE[/CMD] (divides a curve inserting poitns or blocks to a number of segments).

Try Array rather than copy. When asked for distance, pick the points.

But [CMD]ARRAY[/CMD] can't align objects to splines and curves in general, but only makes rectangular matrix or circle.
