2008 vports won't display new layers

What is going on with vports in 2008? I set up a new sheet drawing created p-space viewports, froze the layers I didn't need, set up new txt layers for each vport and everything was working fine. I checked out some of the layer overrides and those seem to have worked fine. Everything was fine. I took a day off came back to the drawing and created a new vieport. In the new viewport I created after reopening the drawing only one of my text layers displays? I check the layer manage box while I am still active in my new vport, and it shows that the layers that I want to display are on, and thawed in model space, thawed in the current vport and thawed for all new vports, but I can not get these layers to display in any new vports that I create. When I select the new vport and check the properties box it says that the viewport has no layer overrides. If I copy a vport that I made when the sheet drawing was first created all the layers I need display fine, but I have not found a way to get them to display in a new vport. I even tried copying some txt to layer 0 and layer 0 won't even display in the new v-port? I'm just worried that if I don't understand this functionality I'm going to have problems down the road. I've tried changing the vplayeroverridesmode and the vplayeroverrides system varriables, but I'm not sure what if anything that did, since the 2008 New Features Guide doesn't explain very well what the variables are or what they should do. Has anyone else figured this out yet?
