I seem to remember from years ago that there was a command that brought up a dialog box where you could set the way that lines and polylines joined. Sometimes I've seen where polylines have join that the resulting joint was not always clean and smooth. I think that this included the "fuzzy" joining where you could set an acceptable gap length between the lines.
Any help would be appreciated.

There is a fuzzy setting in the PEDIT Multiple Join command (or there is an old PLJOIN tool).
