Following on from my question yesterday, Can i use "Image Drape" on CAD2004? i cant find it in help. If not is there any alternative

 After inserting the image, you scale it and rotate it using the (R)eference option given at the command line.  It takes several attempt at scaling and rotating to get it as close as you can (it never comes out exact).  You can fine tune the scale by going into PROPERTIES and changing the scale of either Y or X by small amounts one way or the other.  Once that is done, then you can trace over the drawing for tree locations and topo lines.  They will usually be close enough to satisfy any jurisdiction and builder's needs.
