When drawings are scanned, vector information loses and turns to raster, you can find raster to vector converters on line. One converter I have tested and performs best is http://www.autodwg.com/pdf-to-dwg-converter/ - http://www.autodwg.com/pdf-to-dwg-converter/ , you can get a try and hope this helps.
