I use AutoCad to create CNC programs.  I need to create a Windows Metafile with a scanner.  Then I will be able to insert it into AutoCad.  Does anyone know how to create a Windows MetaFile?

You can probably use your scanner software to save in various file formats - maybe also in WMF (Windows Metafile). AutoCAD can import WMF with the WMFIN command.
 
Scanning software usually saves only raster image formats. You can either import the raster image into AutoCAD, or vectorize it - e.g. with the Autodesk Raster Design add-on for AutoCAD or with a standalone utility - e.g. WinTopo.
