I am trying to plot out a raster and pdf images, everything works and is done properly, but when it is plotted all that plots in the frame. i have run out of ideas on what to try.

Are you plotting to raster and PDF, or plotting a DWG containing raster and PDF objects to a normal printer/plotter?
 
For the latter case, your printer may be out of memory. Use the "Process in computer" switch in its driver (if available).
