Text appears to be tilted a small fraction of a degree (nearly imperceptible), but this is causing the text to look fuzzy or bold.  We have found a solution to correct the problem (convoluted & time consuming) but the problem continues to pop up.  I just copied a line of text that is straight, but the copied line is tilted.

How do we ensure that text remains on the x-y axis?

We are dealing with this issue (which seems to be Z axis related) by increasing the tolerance of the drawing and periodically use a FLAT application.

Other ideas are still appreciated

I've seen a similar issue, which may be the same issue if "tilted" means "fuzzy". This can occur when the z value is not 0.0, for Truetype fonts.
Even though its property shows as 0.000, that is a rounded value and for some reason it is actually 0.0000003 or something. Setting the z to 0.0 fixes it. Or "flattening" as you have found.
