HELLO
 
I GOT A RECTENGLE @20,40
 
RADIOUS : 30
 
I AM TRYING TO EXPLODE IT ON THE BOTTEM LEFT CORNER AND ON THE
TOP RIGHT CORNER AND DOESNT EXPLODE

Select all, highlight all, EXPLODE on the command line.

Not sure EXPLODE is the corect command if you want to separate a rectangle at corners.  Look into the BREAK command, or even TRIM.
 
And how did the radius get involved with the rectangle? :)

check may be rectanle lines are grouped. un-group it
try........
