Hello

Please see the pdf drawing, how can I make a 45 deg hatch so it will look like the one in the red circle? And not the one showed in the full pipe.

You will need an add-on utility to make this type of hatch.
 
Please try the attached LISP tool by M.Jacinto (load it with APPLOAD and start the CYLHATCH command):
