I want high quality images but JPGOUT gives poor quality.

I have tried RENDER but it doesn't pick the lines...

I have PDF'd it and converted to JPG but its a bit dodgy.

How to plot to a black background?

I have tried printing to PDF then converting it to JPG format but it is Sleepymessy....

How about "printscreen" button, then paste in MS Paint, trim as needed, save as a jpg file.

I tried print sceen but its the same resolution as JPGout command.

JPGOUT is not the right command for hi-res output of raster files from AutoCAD - see the related tip 1028.
