Does anyone know if Autocad 2009 LT had express tools? I have searched but could not find it. Any help would be greatly appreciated.

No, there are no Express Tools for AutoCAD LT (and never were).
 
LT is a limited version of AutoCAD and these productivity tools are one of these limitations. See:
