I know you can polyline text using txtexp in autocad 2006 but is there a way to do the same with pictures that are imported? A way to polyline them besides zooming in and manually tracing the object.

No, pictures are raster images, not vector. There is no way for Autocad to create line work from a photograph. You will have to manually trace over them.
