OP what release are you using? For 2008 onward, set LTSCALE, MSLTSCALE, PSLTSCALE & CELTSCALE all to 1. Then test out several examples of different linetypes in a layout tab (paperspace) at a plot of 1:1 so you can select the ones that work for you. If your fence linetype doesn't look correct in paperspace this way, then do an override of its scale in the Properties Manager, so you can figure out what scale override to make just that linetype.
NOW, what scale is dominant for your layout viewports? Let's say it's 1/8" = 1'-0". Go into modelspace and set your CANNOSCALE to that. Modelspace stays 1:1, but any line you draw now will look the same in modelspace as it would look in a 1/8" scale layout viewport. If you change CANNOSCALE to 1 1/2" = 1'-0" the linetype will look the same as it would in a 1 1/2" scale layout viewport, etc etc. It doesn't change the linetype scale, just the way it views in modelspace. Remember to add the override to your fenceline if you determined you needed it.
PSLTSCALE = 1 is what sets it so that the linetype appears the same across all of your layout viewports even if they are of different scales. CELTSCALE is what AutoCAD draws new lines at, but is multiplied by LTSCALE, which is the globale scale factor. This can all get really tricky, which is why I start with everything at 1 and try to limit my linetype overrides. Let's say your fenceline only looks good at a scale of 2. Then set CELTSCALE to 2 only to draw the fenceline, but set it back to 1 after. Or come back later and do the overrides only. Or do one and then use PAINTER to apply the properties to the rest.
