Line work shifting in viewport when scrolling

I have line work in a viewport ontop of an image everytime i scroll in or out to zoom it shifts the linework in different directions. It also prints this way.  How can i stop it from doing this ?

Your image is in model space and your line work is in your paper space layout?  Or is everything in model space?
 
Re: viewport.  Is "Display locked" set to "no" or "yes"?

the linework is in the viewport and the aerial is in model. the display is locked. The linework just jumps into different locations when zooming in and out using the mouse wheel

Try Express Tools > ALIGNSPACE command.
 
Adjusts a viewport's zoom factor and panning position based on the alignment points specified in model space and paper space.
